Monthly Staggered Registration began 1/1/1970, expire 6 "70" to

5 "71", according to last digit:  1 = January to 0 = October.

New registrations since assigned 12th month, keyed to last digit,

except November and December, prorated to other months.

Starting November 1985, new registration months no longer keyed to

last digit; "11-86" and "12-86" added.

Optional Two-Year Registration began 7/1/1987.
